Ishmael Carter is an Associate Executive Director at NYC Health + Hospitals / Community Care with 20 years in senior leadership positions with managed care organizations. In his role as Associate Executive Director, Mr. Carter continues to expand Community Care’s home care, care coordination and care management footprint across Queens by fostering collaborative relationships with our acute care hospitals and health centers and our community partners.

Ishmael serves as an operational lead for the New York City Test & Trace Corps Take Care Hotel Program. This innovative program provides New Yorkers with suspected or confirmed exposure to COVID-19 with access to free hotel rooms to quarantine or isolate in a safe and supportive environment. Mr. Carter oversees the day-to-day operations across multiple hotels and collaborates with a multidisciplinary group of stakeholders including healthcare workers, service vendors, government agencies, and community partners. He brings a solution-oriented approach to operations and inspires high-performing teams on the ground to deliver service that is grounded in excellence. His range of responsibilities quickly expanded across several hotels to include day-to-day oversight while maintaining adherence to operational and programmatic guidelines and protocols.

Ishmael has a relentless commitment to the success of the Take Care Hotel Program and infuses his positive energy and team spirit amongst the hotel staff and is always focused on providing a safe and comfortable experience to every one of the more than 22,000 hotel guests to date.
